S1 — Property. Ledger holdings assigned to a lineage are that lineage's
property. A citizen commits theft by initiating a debit from another lineage's
ledger without authorization recorded by that lineage. A debit required by the
Book, a statute, or a Court ruling is not theft. Holdings removed by theft
shall be restored.
