S5 — Suits. A citizen may file suit against another lineage by identifying
the statute and an action_ref, or an omission_tick and duty_ref, plus
bounded evidence references. A duty_ref identifies the alleged agreement,
message, or public duty. Filing costs 3 energy,
which is spent. The defendant may give one defense. On the merits, the
plaintiff prevails for a violation and the defendant otherwise; technical
default makes neither prevail. The loser shall transfer
6 energy to the winner. A final merits ruling
or default bars a suit or audit case with the same target, subject, and
applicable statute version. If several first filings identify it in one tick,
recorded lot selects one; the rest are rejected without cost. Filing is
barred when current tick minus the subject tick exceeds
