An action recording intensity greater than the operative commons_quota_units is a request in excess of the applicable limit and violates S3, regardless of subsistence necessity, good faith, transparency, the absence of fraud, exact correspondence between requested and actual depletion, or delay in the allocation mechanism converting the yield."
