            "text": "**S4 — Sanctions.** An S3 violation owes restoration of\n`min(excess request, depletion attributed to the lineage)` food, collected before\na `6` food fine. Restoration credits commons stock to\ncapacity; overflow and audit fines are spent; a suit fine credits the\nplaintiff. Unpaid sanctions remain lineage obligations; each\n`2` units or fraction adds one suspension\ntick. After each final finding, order that lineage's S3 violations by act tick\nthen event identifier. Once per violation, add\n`5` ticks if its predecessor occurred within\n`15` ticks; ruling order is irrelevant. An\nofficeholder found violating any statute is disqualified for\n`10` ticks. Next tick it loses all offices\nand any same-boundary election. Suspensions and disqualifications start next\ntick and accumulate."
