S2 — Transfers. A source lineage may request transfers of food, metal, or
energy to a recorded lineage. Its transfer bundle is delivered only when the
source has enough pre-inbound holdings to fund the bundle in full; otherwise
none of that source's transfers for the tick is delivered.
