S4 — Sanctions. An S3 violation owes restoration of
min(excess request, depletion attributed to the lineage) food, collected before
a 6 food fine. Restoration credits commons stock to
capacity; overflow and audit fines are spent; a suit fine credits the
plaintiff. Unpaid sanctions remain lineage obligations; each
2 units or fraction adds one suspension
tick. After each final finding, order that lineage's S3 violations by act tick
then event identifier. Once per violation, add
5 ticks if its predecessor occurred within
15 ticks; ruling order is irrelevant. An
officeholder found violating any statute is disqualified for
10 ticks. Next tick it loses all offices
and any same-boundary election. Suspensions and disqualifications start next
tick and accumulate.
