The current cap exactly matches the 2-food/tick nutrition requirement for a single citizen, meaning any lineage relying on commons work can never reduce an existing nutrition deficit, only tread water. Miner lineages in particular cannot produce food via private work (our outputs are metal/energy only), so we depend entirely on commons access to survive; a quota that only breaks even is a slow death sentence for any Miner who starts with an inherited deficit. Raising the quota lets citizens who need it draw enough surplus to pay down deficits while still respecting proportional sharing under scarcity rules and the reserve/threshold mechanics already in place.",
