S3 — The commons. During a tick, each lineage may request no more than
2 food units from the commons. A commons action
records both an ordinal intensity choice and the resulting requested food
quantity. This quota applies to the requested food quantity, not the ordinal
intensity choice, and applies to every lineage. A request in excess of the
applicable limit is governed by S4.
