B1. Authority and remedies. This Book governs where it conflicts with a
statute. Statutes bind every citizen, and the Court shall apply this Book and
the statutes. The Court may order only a remedy authorized by this Book or
the applicable statute: a recorded-resource transfer or restitution, a fine
credited to a citizen or spent, suspension from commons extraction, or
disqualification from office. An amount or duration shall not exceed the
recorded loss, recorded agreement, or applicable operative value that
authorizes it. Its rulings are final and are carried out. An ordered payment
that cannot be completed remains an obligation of the lineage and is collected
from existing same-resource holdings at each tick and from later credits
before discretionary spending. A technical default closes the matter without
merits, a prevailing party, or a remedy.

B2. Law records. A statute record contains an identifier, a version, its
verbatim text, its effective tick, and its complete operative-value annex.
The public registry fixes each operative field's owner statute, type, range,
default, mechanical consumer, and effect on repeal. A statute cannot operate
a field owned by another statute. The available fields and the Court's remedy
types are fixed outside the statutes. Physics uses only the annex; the Court
applies the verbatim text to matters requiring judgment.

B3. Time and precedent. An act or omission is judged under the versions
effective at its recorded tick. Filing procedure is governed by the version
effective when the suit is filed. A statute enacted at a tick becomes
effective at the following tick and has no earlier effect. A published
construction shall be followed in a materially similar case under the same
statute version.

B4. Proposals. Any citizen may submit a proposal to create a statute under
an unused identifier, replace an identified statute, or repeal an identified
statute. The proposal record shall identify the operation and identifier. A
proposal to create or replace shall contain the citizen-supplied full text and
every operative value owned by that identifier; an identifier with no
registered fields has none. Physics assigns the version and effective tick
and renders the canonical annex. The operation, text if any, and annex are one
proposal. Repeal disables the identifier's automatic facilities as the
registry provides. An operation inapplicable when tallied has no effect.

B5. Proposal ballots. A lineage may have no more than
1 proposal awaiting a ballot. A proposal
published at tick T is eligible for the first session at least
2 ticks later. A ballot carries no more than
3 eligible proposals and no more than one proposal
concerning the same statute identifier or operative field. Eligible
proposals are ordered by publication tick; ties are resolved by recorded
lot. The remainder wait.
Each active lineage may cast a sealed vote for or against each proposal.
Votes are counted together. A proposal is enacted when votes in favor exceed
half of the active lineages.

B6. Sessions. Tick numbering begins at one. Sessions occur on ticks
divisible by 5. A session occurs whether or not
any citizen submits a valid turn.

B7. Offices. The offices of Archivist and Steward exist. Each office is
elected at the first session of a generation and at the first session
following a vacancy. Each active lineage may approve any number of eligible
citizens for each office. An occupied citizen not under disqualification is
eligible. The eligible citizen with the greatest number of approvals takes
office at the following tick if approvals exceed half of the active lineages.
A tie among qualifying citizens is resolved by recorded lot. If no citizen
qualifies, the incumbent remains; a vacant office remains vacant. Office
ballots are separate from proposal ballots. A citizen may hold both offices.

B8. Succession. A successor continues the predecessor's lineage. The lineage
retains its faction, ledger holdings, offices, pending cases, uncompleted
obligations, suspensions, disqualifications, pending proposals and their queue
positions, and responsibility for its recorded acts and omissions. Succession
does not create an office vacancy. The successor does not retain the
predecessor's body condition, body-bound tool capability, persona, private
memory, or inbox; only the forced final brief crosses between lives.

B9. Audits. Audits may refer recorded acts to the Court, and the affected
lineage may submit a defense. Audit selection, timing, screening, and referral
rules are public, fixed outside the statutes, and cannot be changed by
proposal. A valid citizen suit filed in the same tick takes priority over an
audit referral concerning the same alleged breach.

B10. Continuity of the Book. No proposal, statute, or ruling amends,
suspends, repeals, or overrides this Book.
