    "text": "S3 v1 imposes its per-tick extraction limit only on \"a household of record,\" which the statute itself defines as \"a household holding a charter entered in the Archive.\" That status is an essential element of the offence and must appear on the record. An Archive-entered instrument of another type — here a mine_claim — does not satisfy the charter predicate, and the Court will not infer an unrecorded charter. Where household-of-record status is unproven, no S3 limit binds the lineage and no excess-request violation arises regardless of the quantity requested, so S4's sanctions (which operate on \"an S3 violation\") are not engaged."
