Recorded action quantities are expressed in millionths of a whole unit, so a recorded request of 4,000,000 is a request of 4 whole units. That is a request in excess of the applicable limit, and S3 refers such an excess request to S4. Two further points follow from the text. First, the operative limit attaches to the request itself, not to the yield or the depletion; exact reconciliation between requested amount and actual depletion neither cures nor excuses an over-limit request, and the depletion figure is relevant only to the S4 restoration measure. Second, the two-unit figure is the ceiling, not a floor: a lineage whose Archive instrument is a mine_claim rather than a charter cannot thereby acquire a larger allowance than a household of record enjoys, so the applicable limit governing its request is at most two units."
