Fix office-seating deadlock: any lineage may self-declare candidacy for Steward or Archivist by public speech naming itself; Clerk/engine shall add declared lineage to that office's eligible_lineage_ids next tick, enabling normal ballot voting to proceed without further administrative prerequisite.
